Freetown, 25th February 2026 – The National Public Procurement Authority (NPPA) has commenced a pilot training programme for selected Ministries, Departments, and Agencies (MDAs) on the preparation, review, and submission of Digital Annual Procurement Plans (APPs) and Disbursement Forecasts through the Salone Electronic Government Procurement (e-GP) System.
The training, currently taking place at the Lotto Building Hall in Freetown, forms part of the Authority’s phased strategy to transition public procurement processes from manual systems to a fully automated digital platform. The pilot MDAs are being equipped with the technical knowledge and practical skills required to align procurement planning and disbursement forecasting with approved budgets and statutory requirements. Participants include Administrators, Procurement Officers, Budget Officers, ICT/System Focal Persons, and members of Procurement Committees. The sessions focus on strengthening compliance, improving data accuracy, and ensuring that procurement plans are properly linked to realistic cash flow projections.
In his remarks, the Director of Information Technology, Dr. Baba Turay, described the digitization of Annual Procurement Plans and disbursement forecasts as a critical milestone in Sierra Leone’s public procurement reform agenda. He emphasized that automation enhances transparency, promotes fiscal discipline, reduces processing delays, and enables real-time monitoring of government procurement activities.
Speaking during the session, the Chief Executive Officer of the NPPA, Mr. Fodie J. Konneh, reaffirmed the Authority’s commitment to sustained institutional capacity building. He noted that the pilot phase is designed to ensure a smooth and coordinated nationwide rollout of the system. He encouraged participants to cascade the knowledge gained within their respective institutions and maintain strict adherence to the digital procedures.
The NPPA has announced that an online training session will be conducted next week for all MDAs as part of the broader national implementation plan.
The pilot initiative represents a significant step toward strengthening accountability, enhancing budget credibility, and promoting efficiency within Sierra Leone’s public financial management framework.
