Freetown, 19th February 2026 – The National Public Procurement Authority (NPPA) has held a strategic engagement with the High Commission of India in Sierra Leone aimed at strengthening bilateral cooperation and expanding opportunities for institutional capacity building. The meeting brought together senior management of the NPPA and the Indian High Commissioner to explore areas of mutual interest, particularly in professional development, knowledge exchange, and technical partnerships within the public procurement sector.
The Director of Capacity Building at NPPA, Mr. Alie Moigboi, formally introduced the Authority’s senior management team to the Indian High Commissioner and provided a comprehensive overview of the NPPA’s mandate, structure, and ongoing reforms. He highlighted the Authority’s commitment to promoting transparency, efficiency, and value for money in public procurement across Sierra Leone.
Welcoming the NPPA delegation, the Indian High Commissioner, His Excellency B.C. Pradhan, expressed appreciation for the visit and reaffirmed India’s readiness to support Sierra Leone’s procurement reform efforts. He outlined a range of opportunities available through the Government of India, particularly in staff capacity building, technical training, and institutional partnerships that could enhance the operational effectiveness of the Authority.
His Excellency Pradhan further proposed the development of a formal Memorandum of Understanding (MoU) between the NPPA and the Indian High Commission to provide a structured framework for cooperation and sustained engagement.
In his remarks, the Chief Executive Officer of NPPA Mr. Fodie J. Konneh delivered a detailed exhibition on the Authority’s core functions, regulatory oversight mechanisms, and nationwide activities. He emphasized ongoing modernization efforts, including the rollout of the electronic Government Procurement (e-GP) system, which is designed to digitize procurement processes, improve compliance monitoring, and strengthen transparency in public spending. The CEO noted that strategic international partnerships remain critical to the Authority’s reform agenda and welcomed the High Commission’s willingness to collaborate, particularly in areas of digital procurement, professional training, and institutional strengthening.
The meeting concluded with both parties expressing optimism about deepening cooperation and taking concrete steps toward formalizing the proposed MoU in the near future.
