The Director General of the Public Procurement Regulatory Authority of Congo Brazzaville, Madam Iloki Valencia paid a curtsy visit to her Sierra Leonean counterpart, Mr. Fodie J. Konneh, the Chief Executive Officer of the NPPA.
The purpose of the visit was to deepen bilateral relationships already forged during the 3rd General Assembly of the African Public Procurement Network (APPN) held in Abidjan from 13th to 16th November 2023 and to properly understand the Sierra Leone public procurement laws & regulations and take note of innovations that could be replicated in the Brazzaville public procurement system.
The DG, Madam Iloki Valencia, together with the NPPA team met with the Minister of Finance, Deputy Minister of Finance, and the Financial Secretary. The Minister assured the team that the government of Sierra Leone will continue to be committed to all its bilateral and multilateral relationships across Africa and the world.
The DG was pleased to learn that the NPPA, under its legal framework publishes on a quarterly basis, records of prices “Price Norm” that is used by procurement practitioners as well as suppliers and contractors as a guide in the procurement of commonly used items.
The NPPA on the other hand was impressed to learn that the procurement regulatory authority in Congo Brazzaville has a stable stream of revenue by obtaining 0.5% of every major contract that goes through the public procurement architecture.
The visit was climaxed by exchange of gifts as both CEOs pledged continued collaboration to boost the public procurement landscapes in their respective countries.
