MEET THE CHIEF EXECUTIVE OFFICER OF THE NATIONAL PUBLIC PROCUREMENT AUTHORITY (NPPA)
CHIEF FODIE J. KONNEH
Mr. Fodie J Konneh is the Chief Executive Officer of the National Public Procurement Authority. Appointed by H.E Julius Maada Bio and approved by the House of Parliament on 12th October 2023, Mr. Konneh is a young and dynamic professional with a highly qualified background in Procurement and Supply Chain Management in the Public Sector and Project Environment.
Prior to his appointment to the position of Chief Executive Officer of NPPA, Chief Konneh was the Director of the Procurement Directorate at the Ministry of Finance. As Director of Procurement Directorate, he was charged with the responsibility of managing the procurement officers of Ministries, Departments, and Agencies and Local Councils. His successes as director are worth the admiration and emulation of every ambitious individual in both public and private sectors. As director, he mapped out a strategy for the reconciliation and harmonization of all procurement personnel in public sector procurement under the procurement cadre. He developed a system for monitoring and assessing the performance of procurement personnel as well as coaching them.
One thing that sets Chief Konneh apart from his peers is him being a good listener, coupled with his negotiating and collaborative skills. As Director of the Procurement Directorate at the Ministry of Finance, he successfully collaborated with the Human Resource Management Office (HRMO) in the design of a strategy for postings and promotions of procurement personnel, thereby installing sanity within the cadre and restoring it to its dignity especially in the eyes of the public which most times viewed the procurement cadre as a mere clerical job.
On behalf of the Ministry of Finance, he successfully collaborated with the NPPA, thereby developing a synergy between these two key Government entities particularly on issues relating to sustainable procurement and coordination of the welfare and professional development of all procurement practitioners. His calm disposition and negotiation skills brought the two entities to work together in the interest of national development. His pro-activeness pacified the simmering tension that used to exist between the two entities bothering around legal provisions in the Finance Act and the Procurement Act.
The new Chief Executive of NPPA, Chief Fodie J. Konneh, is an Economics & Geography graduate from Njala University, Sierra Leone. He holds a post-graduate degree in Procurement, Logistics and Supply Chain Management (MCIPS) from the University of Salford/Robert Kennedy College, Manchester, United Kingdom. He also holds a certificate in Procurement, Logistics and Supply Chain Management from the Africa Training Institute, Pretoria, South Africa, and a Diploma Certificate in International Procurement from the International Law Institute, George Town University, and Washington D.C. He obtained a Certificate for Senior Executives from the Crown Agents International Training Center, Worthing, UK, and a Certificate in Consultancy Services from the Ghana Institute of Management and Public Administration/ World Bank. Chief Konneh is also a member of the Chartered Institute of Purchasing, the Commonwealth Public Procurement Network (CPPN) and Africa Public Procurement Network( APPN)
Chief Fodie Konneh has had an illustrious career and experience in public procurement spanning over a decade. He started his career from very humble beginnings at Edra Consultancy as Aide to the CEO. This was where he laid the foundation to his distinguished career later in the public sector. He also served as Programme Development Officer for DISCET in the early 2000s.
In 2008, Chief Konneh was fully equipped and prepared to launch himself into the public sector. He bid farewell to the private sector and took up appointment at the Freetown City Council as Procurement Officer. In 2011, he was appointed senior procurement officer assigned to the Ministry of Health and Sanitation. As a result of his exemplary leadership style, he was admired by his superiors and appointed as Head of the Procurement Unit in 2013. He was later transferred to the Ministry of Fisheries and Marine Resources as head of the procurement unit. As if the government of Sierra Leone had not had enough of Chief Konneh’s charismatic leadership style, he was in 2017, appointed as Interim Head of Unit, Project Fiduciary Management Unit (PFMU) at the Ministry of Finance and Economic Development. In this position, Chief Konneh proved his mettle beyond all reasonable doubts. During his leadership at the PFMU, he managed over half a Billion Dollars (USD) project portfolio for various World Bank Projects nationwide. The scope of the unit then covered procurement and logistics management, financial management, monitoring and evaluation and internal audit functions.
He is also an articulate and fluent speaker with excellent communication and interpersonal skills and an enviable command of the English Language.
He has the God given charisma to develop and maintain mutually beneficial internal and external relationships and enjoys being part of a successful and productive team. He has a proven track record of succeeding in highly pressurized and challenging work environment and he is an excellent people manager.
Though committed to his job, Chief Konneh also finds time for his hobbies which include reading, running and going to the gym.
