Freetown, 12th May 2026 — The Chief Executive Officer of the National Public Procurement Authority (NPPA), Mr. Fodie J. Konneh, today hosted the Chief Executive Officer of the Millennium Challenge Account Sierra Leone (MCA-SL), Ms. Ndeye Sesay, during a high-level engagement aimed at strengthening the existing partnership between the two institutions in support of Sierra Leone’s energy sector development and institutional capacity building.
The meeting highlighted NPPA’s growing role in supporting transparency, procurement compliance, quality assurance, and effective implementation of major government and donor-funded projects across the country.
Discussions focused on deepening collaboration in areas of information sharing, procurement compliance, institutional support, and project implementation monitoring. Both institutions also underscored the importance of strengthening quality assurance mechanisms on government projects to ensure transparency, accountability, efficiency, and value for money in public spending.
MCA-SL is the local accountable entity established by the Government of Sierra Leone to implement programmes funded through the Millennium Challenge Corporation (MCC), a United States Government development agency that supports countries committed to good governance, economic growth, accountability, and investment in citizens.
In Sierra Leone, MCA-SL is supporting major interventions aimed at improving electricity generation, transmission, and distribution systems, while also strengthening the operational and regulatory capacity of institutions within the energy sector. The programme seeks to improve reliable access to electricity, strengthen sector sustainability, and support reforms that will accelerate economic growth and national development.
During the engagement, NPPA CEO Mr. Fodie J. Konneh reaffirmed the Authority’s commitment to ensuring that donor-funded projects are implemented in line with public procurement laws, international best practices, and the principles of transparency and accountability.
According to Mr. Konneh, “NPPA remains committed to supporting strategic national development programmes through effective procurement oversight, compliance monitoring, and institutional collaboration that promote value for money and public confidence.”
The discussions further emphasized the critical role of NPPA as Sierra Leone’s public procurement regulatory authority in strengthening procurement systems, promoting fair competition, and ensuring compliance during the implementation of large-scale infrastructure and development projects.
The strengthened partnership is expected to enhance procurement compliance, institutional efficiency, and transparency in the implementation of MCA-SL-supported projects. It will also support quality assurance and monitoring of government projects to ensure that contractors and implementing institutions adhere to approved standards, timelines, and specifications.
As part of the ongoing collaboration, both institutions also discussed the conduct of training programmes for suppliers and contractors on MCA-SL procurement guidelines and procedures. The initiative is expected to improve the capacity and responsiveness of local suppliers, while enabling them to better understand procurement requirements and participate more effectively in project opportunities.
Speaking during the meeting, MCA-SL CEO Ms. Ndeye Sesay commended NPPA for its regulatory leadership and commitment to procurement reforms. She noted that, “Strengthening collaboration with NPPA is essential in ensuring transparency, compliance, and effective implementation of projects that will positively impact Sierra Leone’s energy sector and national development.”
The engagement also highlighted the importance of coordinated oversight, information sharing, and continuous stakeholder engagement in achieving sustainable infrastructure development. The collaboration is further expected to support ongoing public procurement reforms, including the promotion of Electronic Government Procurement (E-GP), aimed at improving efficiency and reducing corruption risks within public procurement processes.
